Since Russia adopted the 2030 Agenda with 17 Sustainable Development Goals (SDGs) like the other 192 countries, in May 2020, Russian government plans to present a Voluntary National Review (VNR) on the implementation of the SDGs to the UN, as each member state should report on SDG progress at the High-level Political Forum (HLPF) at least twice in 15 years. The preparation of the review will be carried out by working groups at the Analytical Center under the Government of the Russian Federation. The working groups included representatives of government, business and the expert community.

We propose to prepare an alternative independent review from civil society - Shadow report. This review will also be presented to the UN in July 2020 at the HLPF. Preparation of the Shadow report from Russia will be carried out by the Coalition for the country's sustainable development. The main goal of the Report in Russia is to present recommendations to the public sector, as well as to search for ways of cooperation between the state and civil society.

Each chapter on a specific SDG should include:
  • Positive achievements and trends since the beginning of 2016
  • Key challenges that need to be addressed before 2030
  • Recommendations to the state from civil society for the implementation of this SDG
  • How civil society can help the state achieve this SDG
The content of the Shadow report is planned to be created with wide public participation from all over the country through online consultations. Below is an approximate timeline for the work on the Report:

Coalition Launch
Gathering members of the Coalition and disseminating the first information on work on the Report (January-February 2020)

Online Consultations
To engage the general public in the development of the Report, online consultations will be held on the implementation of all the SDGs (February-March 2020)

Peer Review
After the development of the main text of the Report, it will be presented for discussion to all members of the Coalition to collect final comments (March 2020)

Issue of the Shadow Report
Presentation of the primary results of the Report to the general public at the UNECE Regional Forum on Sustainable Development, as well as meetings with representatives of the Russian public sector (April 2020)

The Coalition invites all interested representatives of Russian civil society to the development of the Shadow Report. To participate in the process, you must join the Coalition before February 10, 2020 and indicate the status of which of the SDGs you would like to express.
